Swatow,
but they had Chinese Collectors under them.
The
same
must
always
be the case?
and such must
always
apprehend. I do not myself see why, with the safeguards at our
disposal, the
Emigration for the West Indies cannot be
carried on
from this
in a manner creditable
to the Government
with
the
necessary
aid
of collectors, but perhaps as Mr. Sampson has been conducting operations since I left China, and would doubtless be continued in his employment in event of resumption,
it would be
well to ascertain from him
